In a surprise last-minute move, President Yoweri Kaguta Museveni has dramatically altered the proposed Cabinet list just days before Parliament concludes its vetting process.
According to a statement released by the Presidential Press Unit on Thursday, President Museveni has appointed veteran NRM mobiliser Justine Kasule Lumumba as the new Minister of Information, Communications Technology and National Guidance. At the same time, Dr. Jane Ruth Aceng Ocero has been named the new Government Chief Whip.

The changes, described by State House as “slight adjustments,” come after the original list had already been submitted to Parliament. Political insiders say the revisions reflect President Museveni’s continued fine-tuning of his team to strengthen loyalty, communication strategy, and parliamentary control as the 12th Parliament begins business.

Lumumba, who previously served as NRM Secretary General, is widely regarded as a fierce defender of the ruling party. Her appointment to the powerful Information and ICT docket is being seen as a strategic move to tighten government control over messaging and digital policy.
Dr. Jane Ruth Aceng Ocero returns to a key government role. As Government Chief Whip, she will be responsible for marshalling ruling party MPs to ensure smooth passage of government bills and policies in Parliament.

The last-minute reshuffle has sparked intense debate in political circles, with some analysts interpreting it as Museveni’s attempt to consolidate power and manage emerging internal party dynamics in the new administration.

Parliament is expected to fast-track the approval of the revised Cabinet list in the coming days before the new ministers are sworn in. This development comes as the President continues to shape his government following the 2026 general elections.
