COURT
Kyankwanzi, – The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, on Thursday, July 24, 2025 arraigned Mr. Nabuguuzi Isaac, the Kyankwanzi District Registration Officer of the National Identification and Registration Authority (NIRA), on charges of demanding money by menaces. The Kyankwanzi Magistrate’s Court remanded him until August 17, 2025, as investigations continue.
Allegations of extortion
Prosecutors allege that between June and July 2025, Mr. Nabuguuzi abused his position to extort money from newly recruited Registration Assistants. Using threats of job termination, he allegedly coerced them into sending him portions of their first salaries, with each victim reportedly paying between UGX 300,000 and UGX 500,000 in cash or via mobile money. Sources indicate that over 50 assistants fell victim to the scheme. Nabuguuzi allegedly justified the payments as a “token of appreciation” for his role in securing their employment—a claim that violates public service ethics and anti-corruption laws.

Legal action & ongoing investigations
The arrest follows complaints from affected recruits, prompting a joint investigation by anti-graft agencies. Prosecutors are reviewing financial records and witness statements to strengthen the case. A statement from The State House Anti-Corruption Unit warned: “Public office is a trust, not an opportunity for extortion. We will pursue all officials who exploit vulnerable citizens.”
Government’s zero-tolerance stance
The incident has reignited calls for stricter oversight in recruitment processes. The NIRA management has pledged full cooperation with investigators, affirming that such misconduct “undermines national service integrity.”
