A total of 3,038 Election Special Polling Constables (ESPCs) have successfully completed training and were passed out across the Greater Bushenyi Police Region in preparation for the 2026 General Elections scheduled for January 15, 2026. The ESPCs completed a 10-day intensive training programme on December 17, 2025, and were officially passed out on December 19, 2025, by Resident District Commissioners (RDCs) in the five districts that make up the Greater Bushenyi region.
The distribution of the trained ESPCs by district is as follows: Bushenyi (768), Mitooma (632), Rubirizi (444), Sheema (748), and Buhweju (446). Of the total number, 2,229 are male while 809 are female.
Speaking after the pass-out ceremonies, Greater Bushenyi Police spokesperson Apollo Tayebwa urged the officers to uphold professionalism and discipline during and after their deployment.
“We strongly urge the newly passed-out ESPCs to act professionally at all times, observe and respect human rights, safeguard the image of the Uganda Police Force both in and out of uniform, and exhibit the highest level of patriotism as they execute their mandate,” Tayebwa said.
He noted that the ESPCs will work closely with regular police officers and other security agencies to ensure a peaceful, free, and fair electoral process.
“Their presence is intended to strengthen security at polling stations and within communities in order to maintain law and order throughout the electoral period,” Tayebwa added.
According to guidelines from the Electoral Commission and the Uganda Police Force, each ESPC serving on a three-month contract will receive a monthly allowance of Shs469,000 for the duration of their deployment.
Greater Bushenyi Regional Police Commander Godfrey Achiria commended all stakeholders involved in the recruitment and training exercise, saying the successful completion reflects strong coordination between security agencies, district leadership, and the Electoral Commission.
The ESPCs are expected to be deployed countrywide to support the electoral process as Uganda heads into the presidential, parliamentary, and local council elections on January 15, 2026.
