Three key suspects have been named in the scandal: Nkwemerere Robert, Sheema District Speaker, Asasira Winson Kafurembe, District Commercial Officer, Masiko Robert, Masheruka Town Council Councillor and Secretary for Production.

SHEEMA — Several individuals have been arrested in Sheema District following allegations of mismanagement of Parish Development Model (PDM) funds. This action follows an investigation led by the Anti-Corruption Unit, in collaboration with the Uganda Police and local district leaders. The investigation revealed that funds intended for specific beneficiaries had been illegally accessed by unqualified individuals, although the exact sum involved was not disclosed.

The investigation was launched after receiving complaints from Kabwohe residents about the mishandling of PDM funds. Among the alleged beneficiaries were teachers and local leaders who were not eligible for the funds. So far, millions of Ugandan shillings have been recovered, with officials expecting further recovery.

Three key suspects have been named in the scandal: Nkwemerere Robert, Sheema District Speaker, Asasira Winson Kafurembe, District Commercial Officer, Masiko Robert, Masheruka Town Council Councillor and Secretary for Production.

Investigations indicate that some SACCO leaders, in collusion with the District Commercial Officer, bypassed the Parish Development Committees (PDCs)—responsible for verifying qualified recipients—to enable irregular payments. This disregard for the established verification process reportedly allowed for extortion, where individuals who could afford bribes were granted access to the funds.

Authorities are continuing efforts to trace and recover additional misappropriated funds.
