RUBIRIZI

Rubirizi District Local Government has interdicted three senior officials over allegations of chronic absenteeism, negligence of duty, and involvement in corruption-related activities.
The officials placed on immediate six-month interdiction are Julius Mwebaze, the Senior Human Resource Officer; J.B. Ahimbisibwe, the Headteacher of Buhinda Primary School; and Dr. Anatori, the Health In-Charge of Munyonyi Health Centre III.

In addition, Richard Munori of the District Service Commission remains on indefinite suspension as he faces a court case related to alleged neglect of duty.
The action follows the filing of Criminal Case Number CO-0150/26 against Mwebaze, specifically citing failure to perform duties in line with Section 101 of the Penal Code Act.

According to an official directive from the Chief Administrative Officer (CAO), the interdictions are in accordance with the Uganda Public Service Standing Orders of 2021, intended to allow judicial proceedings and internal investigations to continue without interference.
During the interdiction period, the officials are barred from accessing their offices and are prohibited from leaving the country without express permission. They will also receive half of their basic salary until the matters are legally resolved.

Rubirizi District Communications Officer Amon Muhereza clarified that the interdictions are administrative measures and do not amount to a declaration of guilt. However, he warned that the district would not tolerate staff who neglect their responsibilities, including failure to remove deceased persons from the payroll.

Assistant Resident District Commissioner (RDC) Masius Kakoni issued a stern warning to all public servants during a health department performance review meeting at the district headquarters. He vowed to arrest and prosecute any official found soliciting bribes, reporting late to work, or stealing government property.

He particularly condemned the theft of drugs from health facilities and warned local leaders against colluding with technical staff to divert essential medicines.
“Anyone who feels they cannot serve the government professionally should resign before they are arrested,” Kakoni said, urging health workers to focus on service delivery.

Despite the challenges, Rubirizi District Health Officer Dr. Aidah Nakyinga revealed that the district is currently ranked 50th nationwide in health service delivery.
She pledged to intensify staff training and strengthen field monitoring to improve the ranking and identify negligent workers.

Supporting the move, CAO Paul Samuel Mbiiwa called on residents and local leaders to act as whistleblowers by reporting cases of indiscipline, including staff reporting to work drunk or absenting themselves.
He emphasized that the district is prepared to pursue dismissal or demotion of officials who undermine quality service delivery to the people of Rubirizi.
