Makindye - A police officer attached to Nsangi Police Station has been arraigned before the Chief Magistrate’s Court in Makindye on serious charges of destroying evidence and conspiracy to obstruct justice.
Detective Sergeant Ngabirano Protasi is accused of tampering with official police records in a case that has raised fresh concerns about integrity and corruption within law enforcement.
Detective Sergeant Ngabirano Protasi
According to a statement from the State House Anti-Corruption Unit, which worked in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), Sgt. Ngabirano conspired with others still at large to falsely implicate a one Richard Sewanonda in a case of aggravated robbery.
The incident, which occurred in January 2025, allegedly involved the deliberate removal of a crucial witness statement from a police file at Katwe Police Station in Makindye Division, Kampala District. In its place, investigators say, was a fabricated statement designed to incriminate Sewanonda.
Preliminary investigations further reveal that Sgt. Ngabirano was working in concert with individuals seeking to fraudulently acquire Sewanonda’s land while he remains on remand.
“He conspired with others to alter evidence for the purpose of misdirecting justice and facilitating the illegal disposal of contested land,” a senior investigator close to the case told this reporter on condition of anonymity.

Appearing in court on Friday, Ngabirano was formally charged and remanded pending further investigations. The prosecution has indicated that more arrests are expected as inquiries continue into the network that sought to benefit from Sewanonda's incarceration.
The State House Anti-Corruption Unit has reaffirmed its commitment to ensuring that law enforcement officers who abuse their authority face the full force of the law.
This case adds to a growing list of corruption-related prosecutions involving public officials, as Uganda intensifies its fight against graft and abuse of office in both public and private sectors.
