Parliament — The Ministry of Local Government has requested Shs35.2 billion to procure vehicles for 176 Local Government LCV Chairpersons and Mayors across the country. The vehicles are intended to facilitate their mobility and enhance efficiency in monitoring government programs.
The request was presented by Ben Kumumanya, Permanent Secretary of the Ministry, during a meeting with Parliament’s Local Government Committee to discuss the Ministry’s 2025/26 National Budget Framework Paper.

Kumumanya emphasized that the vehicles are essential for improving service delivery at the local level, as they will enable local leaders to oversee and ensure the proper implementation of government programs in their respective jurisdictions.
“These leaders are tasked with monitoring crucial programs, including those under the Parish Development Model (PDM). Providing them with modest vehicles will significantly enhance their efficiency in service delivery,” Kumumanya said.

In addition to the vehicle procurement request, the Ministry is seeking an additional Shs30 billion to strengthen monitoring efforts under the Parish Development Model. “The PDM is a key government initiative aimed at eradicating poverty at the grassroots level. Effective monitoring is critical to its success, and this requires adequate resources,” Kumumanya explained.

The Local Government Ministry’s budget proposals come at a time when the government is intensifying efforts to improve accountability and service delivery in local communities. However, the proposals are expected to spark debate in Parliament, particularly given the ongoing fiscal constraints facing the government.
