Between November 2023 and September 2024, the accused allegedly extorted funds from several beneficiaries of the Parish Development Model (PDM) program in the villages of Harubaho and Kyamuhoro (Kibasi Town Council) and Nyansozi Village (Mugusu Town Council). The victims were reportedly told the payments were mandatory to process their PDM funds, which was later found to be false.
