RIPA Seals Landmark Deal with UIC to Shield Vulnerable Farmers from Livestock Losses

In a transformative move for rural smallholder farmers, the Rural Initiative for Poverty Alleviation (RIPA) has signed a strategic Memorandum of Understanding (MoU) with the Uganda Agriculture Insurance Consortium (UIC) to provide a comprehensive safety net for livestock owners.

The partnership, formalised during a high-level ceremony at the UIC headquarters in Naguru, Kampala, is designed to protect vulnerable households from the devastating financial shocks associated with animal mortality and other agricultural risks.
This agreement marks a significant shift in community development, moving beyond simple livestock distribution towards building long-term economic resilience. Under the terms of the MoU, all beneficiaries who have received animals through RIPA projects will now be eligible for insurance coverage to protect their assets against a wide range of risks.

In a major boost to the scheme, the Government of Uganda has committed to covering 50% of the insurance premiums, leaving beneficiaries to pay the remaining half. This subsidy makes essential financial protection affordable even for the most vulnerable families.

The impact of this insurance scheme is significant; in the event of a loss, farmers will be compensated for up to 80% of the estimated value of the animal at the time of coverage. Such a high rate of compensation ensures that families can restock and recover their livelihoods quickly, preventing them from falling back into the cycle of poverty.

For many farmers in regions like Rubirizi, where a single cow or goat can represent a family’s entire savings, this protection acts as a vital lifeline.

RIPA was represented at the signing by Vice Chairman Vincent Tumusiime Bamugaya, alongside the Programme Director, Mrs Rosebell Akiiki Tumusiime. Representing UIC were the Chief Executive Officer, Munya, and the Company Secretary, among other senior staff members.

Signing of the MoU

While the current phase of the insurance scheme applies specifically to cows and goats distributed by RIPA, the leadership noted that this is only the beginning of a broader agricultural transformation.

Plans are already underway to extend this insurance model to cover other critical sectors, including crop production, poultry, and fish farming. By diversifying coverage, RIPA and UIC aim to create a comprehensive agricultural protection system that secures every aspect of a farmer’s labour.

This milestone is being hailed as a major victory for the community, as it provides a sense of security and encourages more families to engage in commercial agriculture with the confidence that their hard-earned investments are protected against the unpredictable nature of farming.
