Former Ntungamo Resident District Commissioner (RDC), Mucunguzi Cadre Geoffrey, is facing backlash after audio recordings surfaced on social media in which he is heard urging residents of Sheema District to support Edgar Mukundane, who is contesting as an independent candidate for the LC5 chairperson seat. Mukundane, who recently lost in the NRM primaries, came second with 17,279 votes, while the incumbent, Jemimah Buhanda, won with 26,858 votes. Mucunguzi Cadre Geoffrey is a resident of Kibutamo, Sheema Central Division, in Sheema Municipality.

In a letter dated July 28, 2025, Lukyamuzi Ali, an NRM mobiliser and official with the Directorate of Mobilisation and Cadre Orientation in Sheema District, petitioned the Secretary to the President, Hajj Yunus Kakande, accusing Mucunguzi of openly soliciting support for an independent candidate. The letter argues that Mucunguzi's actions contravene the NRM Constitution (2010 as amended), specifically citing Sections 7(a), (d), (o); 8(e); 9(1,2); and the Rules of Conduct 1, 2, 3(a), (c), (d), (f), and 4(b), (d), (i), (j), (o).

Ali emphasized that Mucunguzi, having previously served as the President's representative in both Kamwenge and Ntungamo districts, should uphold party values and refrain from supporting non-NRM candidates unless he formally renounces his membership. "This behaviour is not only unbecoming of a public official but also undermines the ruling party's internal processes and the authority of the NRM leadership," the letter reads in part. "As a former representative of the President, his actions are seen as a betrayal of the trust placed in him and a clear deviation from his mandate."

In addition to the political controversy, Mucunguzi Cadre Geoffrey is also battling criminal charges at the Ntungamo District Chief Magistrate’s Court, where he is accused of breaking into the home of one Natamba Yowasi and committing theft. Efforts to reach Mucunguzi for a comment were unsuccessful, as he did not respond to phone calls.
