Kampala — The Anti-Corruption Court has today remanded Akleo Migisha, a practicing Advocate, to prison on charges of forgery, theft, and conspiracy to defraud the Uganda Nurses and Midwives Council (UNMC), a statutory body that regulates the nursing profession in Uganda.
Migisha was arraigned this afternoon by the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

Migisha has been remanded until June 17, 2025, as investigations continue

According to prosecution, Migisha—together with several accomplices, including a dismissed Magistrate identified as Cissy Mudhasi—forged legal documents and manipulated court processes to fraudulently obtain over UGX 444.3 million from the UNMC.
The group is accused of fabricating claims that they had been contracted by UNMC to develop a software and database system, for which they allegedly were not paid. Using this false narrative, they are said to have secured a fictitious arbitral award and a garnishee court order that was irregularly issued, which they used to unlawfully access and withdraw funds from the Council's bank account.

The presiding magistrate ordered Migisha to be remanded until June 17, 2025, as investigations continue and other suspects are tracked down.
Authorities say the case highlights growing concerns over the misuse of legal procedures and the involvement of judicial officers in orchestrating financial crimes. More charges and arrests are expected as the investigation expands.
