BUSHENYI

Bushenyi District Local Government has officially adopted a new Ministry of Local Government (MoLG) initiative aimed at promoting early childhood well-being. The policy framework, driven by the implementation of the Local Government Early Childhood Development (ECD) Scorecard, was unveiled today during a high-level stakeholder engagement at the district headquarters.

The District Chairperson, Hon. Prosper Twebaze, welcomed the timely tool, noting that its targeted performance indicators will directly address the district's severe child health challenges. According to data from the Uganda Bureau of Statistics (UBOS) 2024 Census Report, a staggering 39% of children aged eight years and below in Bushenyi District suffer from chronic malnutrition and stunting.

The Bushenyi Chief Administrative Officer (CAO), Ms. Phionah Sanyu, expressed optimism about the scorecard, emphasizing that integrating these specific early childhood indicators into the district development plan and annual budget cycles will systematically promote holistic child development across the health, education, and social sectors.

Reinforcing the policy discussion, the Resident District Commissioner (RDC), Mr. Emmy Ngabirano, emphasized that the central government has already laid a strong foundation for early childhood development through existing national programmes.

"The NRM government is already making significant strides in promoting this initiative through the health sector by routinely distributing free insecticide-treated mosquito nets to pregnant women and organizing national Child Health Days for comprehensive immunization," RDC Ngabirano said.

"Through the education sector, our Universal Primary Education (UPE) programme ensures access to learning. However, institutional interventions alone are not enough. I call upon parents across Bushenyi to strike a balance between cultivating commercial cash crops and growing nutrient-rich food crops to directly combat malnutrition within their households," he added.

However, the 39% statistical baseline faced immediate scrutiny from civil society representatives present at the district launch. Mr. Lee Apollo Kakonge, the Chief Executive Officer of the Western Ankole Civil Society Forum (WACSOF), advised the district and relevant ministries to commission a fresh, localized assessment.

"While stunting remains a critical issue on the ground, the 39% figure appears statistically high for a region known for food production," Kakonge argued. "We need a new, verified survey on child stunting to provide precise and actionable data that reflects the current reality."
