Bugabula South MP Maurice Kibalya has proposed an end to the current practice of awarding female students an additional 1.5 entry points for admission to public universities, arguing that Ugandan women are now sufficiently empowered. Kibalya made the remarks during a press briefing at Parliament organized by the Uganda Women Parliamentary Association (UWOPA) as part of activities to commemorate International Women’s Day. "The other day, I was telling the Deputy Speaker that very soon, I want to bring a motion to remove the 1.5 entry points for girls at university. We have empowered girls for a long time, but for how long should we continue? Empowerment must have a time frame," Kibalya stated.

TikTok has become a problem
He further urged Ugandan women to reflect on their online activities and the time spent at social gatherings, such as birthday parties, suggesting that these have contributed to the breakdown of marriages.
"TikTok is not private; it is for everyone. Some pictures shared online are very disturbing. Marriages have ended because women attend birthday parties and forget their marital responsibilities. Some behavior at these events makes husbands question their wives' integrity," he remarked.

Term limits
Kibalya also proposed limiting the number of terms a Woman MP can serve, arguing that the original intent of affirmative action was to uplift women into leadership, not create lifetime positions.
"I am going to discuss this with my UWOPA chairperson. We need an amendment so that a woman representative can only serve two or three terms in a district. The aim of affirmative action was to empower women, not allow them to hold onto these positions for 30 years," he added.

Kibalya's remarks have sparked debate on gender equity policies in Uganda, with both supporters and critics weighing in on the implications of his proposals.
