The Office of the President has appointed Emmy Ngabirano as the new Resident District Commissioner (RDC) for Bushenyi District, following the suspension of his predecessor, Robert Atuhairwe, over alleged misconduct. Ngabirano, who has served as RDC of Masindi District for the past three years, officially took over the office on October 28, 2024.

Atuhairwe was suspended after allegations emerged of him entering Bweranyangi Girls’ Senior Secondary School without authorization to deliver birthday gifts to a Senior Three student, with whom he was allegedly romantically involved. The incident reportedly occurred on September 27, when Atuhairwe is said to have bypassed school security to deliver the gifts. The student, celebrating her birthday, had allegedly told friends that the RDC would be bringing her gifts.

Concerned parents and community members raised complaints about Atuhairwe’s actions, prompting a response from the Office of the President. In a letter dated October 15, 2024, Hajj Yunus Kakande, Secretary in the Office of the President, directed Atuhairwe to step aside pending an investigation and disciplinary proceedings. The letter also instructed him to hand over duties to his deputy, William Katsigazi Donanto.
During the handover ceremony, Katsigazi, who temporarily managed the office, thanked the President's Office for the trust placed in him, adding that he is confident Ngabirano’s leadership will drive the district toward new achievements.

Ngabirano expressed his commitment to advancing government projects in Bushenyi. “I’m here for service delivery, to ensure the NRM manifesto is implemented by 2026 with full accountability. I will work with the team to launch, monitor, and commission government programs to ensure value for money,” Ngabirano stated.

Bushenyi District LC5 Chairperson Jaffari Basajjabalaba pledged support for Ngabirano, assuring the district’s political wing would work harmoniously with the new RDC.
