BUSHENYI –

The leadership of Bushenyi District has officially launched completion works for a new classroom block and administrative office at Kabakama Primary School in Ibaare Sub-County, marking a significant milestone in community-led development. The project, valued at Shs 56.34 million, was launched by the District Chairperson, Hon. Jafari Basajabalaba, alongside the Deputy Chief Administrative Officer (DCAO), Mr. Emmanuel Mbonye. The block was initiated by parents who funded the construction from the foundation up to the ring beam level before the district stepped in to finalize the structure.

Speaking during the launch on Friday, Hon. Basajabalaba lauded the parents for their proactive spirit and pledged the district's total support. “The foundation of this block was laid by the hands of dedicated parents. As a district, we are reassuring our commitment to complete this structure in phases until it is fully ready for our learners,” the Chairperson stated.

Prior to the site launch, the district top management held a “Baraza” (community dialogue) at the school to address pressing service delivery concerns raised by residents. The session, attended by District Executive Committee (DEC) members and sub-county leaders, provided a rare platform for citizens to hold heads of departments accountable.

During the dialogue, residents raised various concerns, including the status of the Parish Development Model (PDM) revolving funds and a request for the re-establishment of road gangs to maintain community access roads. In the education sector, a curious debate arose as parents questioned why female teachers now dominate the staff lists in primary schools.

Health and water sectors were also under the spotlight. One resident questioned why Health Centre IIs do not offer the same level of services as higher-tier facilities, while others expressed worry over the drying up of traditional spring water sources in the sub-county.

In response, various Heads of Departments provided technical explanations for the concerns. The DCAO, Mr. Emmanuel Mbonye, noted that holding these dialogues alongside project launches is a new deliberate strategy by management. “This joint approach of holding Barazas alongside our field programs aims at fostering transparency and ensuring we are fully accountable to the citizens we serve,” Mbonye explained.

The district leadership emphasized that such engagements ensure that the “bottom-up” approach to development is respected, allowing technical officers to address local grievances in real-time while commissioning new infrastructure.
