The State House Anti-Corruption Unit (SHACU), working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned three suspects before the KCCA Grade One Magistrate’s Court on charges of forgery, uttering false documents, and personation.
The accused — Kintu Aggrey alias Werage Kenneth, Isiko Moses alias Isabirye Moses, and Nuwagira Herman — appeared in court on allegations that, between March and October 2025, they conspired with others still at large to defraud Prophet David Frederick Isanga of over UGX 130 million.
According to prosecution, the trio, with intent to defraud, forged a letter purportedly from the State House Anti-Corruption Unit dated October 3, 2025, and served it to Pastor Isanga at Kingdom Kampala Building in Kampala District.

The forged document allegedly claimed official backing from SHACU to give credibility to their fraudulent scheme. The suspects also impersonated officers of the Unit, misleading the pastor into believing they were acting on official instructions.
Appearing before the KCCA Grade One Magistrate, the suspects denied the charges. The prosecution, however, objected to their release on bail, citing ongoing investigations and the risk of interference with witnesses.
The trio was consequently remanded to prison until November 13, 2025, as inquiries into the case continue. The State House Anti-Corruption Unit has since cautioned the public to be vigilant against fraudsters posing as government officials and to verify any suspicious correspondence by contacting relevant authorities directly.
