KASANGATI
Police at Kasangati have arrested a female officer attached to the Child and Family Protection Unit (CFPU) for alleged scandalous behaviour after she posted a video on social media accusing her commanders of irregularly ordering the release of a violent suspect. The officer has been identified as Corporal Mukolerwa Fatina of Kasangati Police Station.
In the video, which has since gone viral on social media, Fatina accuses Kampala Metropolitan Police Commander, ACP Ezekiel Ebapu Emitu, of ordering the release of a suspect who allegedly assaulted and bit her during an arrest.
Fatina said she was investigating a domestic violence case dating back to 2023 and registered at Kasangati Police Station under CRB 70/2024. The complainant is identified as Frank, the husband of the suspect, Arinaitwe Sylvia.

According to Fatina, the case had previously stalled after an earlier attempt by police to arrest the suspect was halted when she became violent.
She said the complainant later returned to police complaining that no help had been rendered, prompting her, as the investigating officer, to seek guidance from the State Attorney.
Fatina said the State Attorney directed police to arrest the suspect and record her statement for the file to be sanctioned.
She said she was subsequently tasked to go to the ground with two other officers, with the assistance of the area chairperson, to effect the arrest.
According to Fatina, the suspect resisted arrest, became violent and bit her hands before she was eventually overpowered and taken to Kasangati Police Station.
Fatina alleged that while at the station, the suspect threatened that she had connections and would be released. She claimed that the suspect called a certain Brigadier, who in turn contacted ACP Emitu, who then called the Kasangati Division Police Commander and directed that the suspect be released.
"The woman called a certain Brigadier, who called the KMP commandant, and the suspect was released at around 10pm. At the moment, I'm on PEP because I was advised that the suspect could be having HIV infection. I'm so disappointed with my commanders," Fatina said in the video.
She added that despite the suspect having two cases, including assaulting police officers, she was released at around 10pm, which she described as irregular.
Police dismiss claims of irregular release
However, Kampala Metropolitan Police Deputy Spokesperson, ASP Luke Owoyesigyire, dismissed the claims of an irregular release.
Owoyesigyire confirmed that Arinaitwe had been arrested and that a scuffle occurred during the arrest, followed by another confrontation at the police station, where Fatina was restrained by her colleagues.
He said it was later established that children had been left outside unattended at the residence during the arrest.
He added that the suspect had also alleged that her husband was using the criminal case to evict her and the children from their marital home in order to sell the property.
"The suspect also alleged that her husband, who is the complainant, was using the situation to remove her and the children from their marital home and put the property up for sale. In view of the circumstances, the suspect was bonded to enable her to take care of the children as the matter proceeds in accordance with the law," Owoyesigyire said.
He said the circumstances surrounding the arrest and the conduct of the officer during the incident remain under investigation, and appropriate action will be taken based on the findings.
Owoyesigyire said police management had noted the video and reminded officers that there are established administrative and professional channels for raising grievances against commanders instead of resorting to social media.
He said the conduct exhibited in the viral video was considered inappropriate and unprofessional, hence Fatina's arrest for alleged scandalous behaviour.
