Masaka City — Three individuals, including a Masaka District Agricultural Officer, were arraigned at the Masaka Chief Magistrates Court today on charges of theft and neglect of duty. The suspects, Mutebi John Rogers, Bbale Joseph, and Matovu John, appeared before the court following a joint operation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP). The suspects were remanded until December 23, 2024.

Mutebi and Bbale are accused of misappropriating millions of shillings meant for the Parish Development Model (PDM) SACCO members in Bukakata Sub-County between December 2023 and October 2024. Matovu, the Agricultural Officer and PDM Focal Person for Masaka District, faces charges of neglecting his duties by failing to oversee and monitor the PDM SACCOs’ activities and progress in the district.

The arrests stem from a joint inspection tour and baraza led by the Minister of Ethics and Integrity, Hon. Rose Lily Akello, in Greater Masaka on November 23, 2024. The exercise aimed to address service delivery gaps in Masaka District and City.

The PDM initiative, designed to enhance economic empowerment at the grassroots level, has faced challenges related to fund mismanagement in several districts. The State House Anti-Corruption Unit continues to intensify efforts to investigate and hold accountable those misusing public resources.
The court’s decision to remand the suspects underscores the government’s commitment to fighting corruption and safeguarding public funds intended to uplift vulnerable communities.
