Bushenyi District Local Government has signed a Memorandum of Understanding (MoU) with the National Water and Sewerage Corporation (NWSC) to utilise district funds under the Water and Sanitation Department to partner with the utility in extending piped water to water-stressed areas. The initial phase of the partnership will cover Nkanga and Nyabubare, some of the most water-scarce areas in the district. A consignment of pipes has already arrived, marking the start of what district leaders describe as a “water supply revolution” in Bushenyi.
Bushenyi’s water coverage currently stands at 85 per cent. District officials say the new partnership model will significantly improve coverage and reliability, pushing the district closer to universal access to safe water.

Resident District Commissioner (RDC) Ngabirano Emmy said the collaboration with NWSC is a step in the right direction. “This partnership is a raison d’être to protect and consolidate the gains already made in water coverage,” Ngabirano said, adding that strong collaboration between central government agencies and local governments remains critical to sustainable service delivery.

Bushenyi has already implemented several water projects, including the expansion of piped water systems in Kyamuhunga Town Council, Kizinda-Kigoma Town Council, and Bushenyi–Ishaka Municipality, as well as the drilling of new boreholes in rural sub-counties.

District officials say the NWSC partnership will complement these initiatives by bringing technical expertise, efficiency, and economies of scale. To strengthen implementation, Bushenyi District Local Government recently organised a benchmarking visit to Lyantonde District, where a similar partnership with NWSC has yielded impressive results.

The delegation noted that the collaboration had fast-tracked water infrastructure expansion, transforming a once water-stressed district into one with improved and reliable water access.
Officials are optimistic that the partnership will accelerate Bushenyi’s journey towards universal water access, ensuring that all residents—especially those in remote sub-counties—can enjoy safe and reliable water.
