Police in Kisoro District have arrested two teachers for their alleged involvement in the leakage of Primary Leaving Examination (PLE) papers. The suspects have been identified as Michael Begumisa, 38, a teacher at Kashenyi Integrated School in Ntungamo District, and Jonas Twesigye, 30, a teacher from Mikingo Village, Central Ward, Kisoro Municipality. They were reportedly found in possession of suspected PLE papers with answers on their mobile phones.
According to police, Begumisa was arrested on November 4, 2025, at around 9:40 a.m. at St. Allens Primary School in Kisoro, where he was deployed as a UNEB scout. He was allegedly caught red-handed with a Science paper and its corresponding answers on WhatsApp.
He was apprehended by Mr. Asizua Gordon Okua, 59, a Senior Inspector of Schools from the Directorate of Education Standards, who is currently a UNEB monitor in Kisoro. Okua, a resident of Gulu, reported the matter to police after verifying that the WhatsApp messages showed the suspect had received the Science paper about two hours before the scheduled exam.
Police visited the scene, recorded statements from witnesses, and recovered the teacher's smartphone as an exhibit. The suspect was subsequently arrested for further questioning.
Police spokesperson Elly Maate said the phone will be submitted to the Forensic Services Directorate in Naguru for imaging and analysis to establish the source of the leaked paper and identify all those involved.
In a related incident, a second suspect, Jonas Twesigye, was arrested the same day at around 12:00 p.m. at Reads Primary School in Kisoro District, where he was serving as the Chief Invigilator.
Twesigye was allegedly found with a smartphone containing a leaked English PLE paper, which he had also received about two hours before the exam began. Police sources said he had previously received other examination papers for Mathematics and Social Studies (SST).
The case was reported by Tumukwasibwe Mildred, 42, a UNEB official and Chief Invigilator at Mutungo Binna in Kampala, who had been deployed to monitor the examination process in Kisoro. She became suspicious after being denied entry at the school gate despite identifying herself as UNEB staff. Upon inspecting the suspect's phone, she reportedly discovered the leaked papers on WhatsApp.
Police later visited the scene, recorded witness statements, and recovered the suspect's phone as evidence.
Both suspects are currently in custody at Kisoro Central Police Station, and their mobile phones are to be forwarded to Naguru Forensic Services for further analysis. Police said investigations are ongoing to trace the source of the leaked papers and any other individuals connected to the crime.
