The National Resistance Movement (NRM) Secretariat has directed Hon. David Bahati, the Member of Parliament for Ndorwa West, to immediately vacate the office of Kabale District NRM Chairperson for allegedly defying party guidelines. In a letter dated October 30, 2025, the NRM Secretary General, Rt. Hon. Richard Todwong Awany, reminded Bahati that all party leaders who choose to contest as Independents against official NRM flag bearers are required to step aside from their party positions.

Todwong said his directive follows an earlier circular issued on October 22, 2025, warning party leaders against using NRM symbols while running as Independents. According to the circular, any leader who takes that path automatically loses the right to hold office within the party structure.
"Following your decision to contest as an Independent Member of Parliament against the party flag bearer, you were required to step aside," the letter states.

However, Todwong noted that the Secretariat has continued to receive complaints that Bahati has refused to relinquish the position and is allegedly using the office to interfere with the campaigns of official NRM candidates.

The Secretary General advised Bahati to "cease, desist, and step aside from all roles and responsibilities associated with the office of NRM Chairperson, Kabale District," adding that the next person in the hierarchy will take over in an acting capacity to ensure the party's mobilization efforts continue uninterrupted.

The letter was copied to senior party leaders, including the National Chairperson of NRM, the NRM Vice Chairperson for Western Uganda, and the Kabale District Executive Committee.
