The Uganda People's Defence Forces (UPDF) have appointed Brig. Oscar Munanura as the new Chief of Defence Intelligence and Security (CDIS), promoting him to the rank of acting major general.
Munanura replaces Maj. Gen. Richard Otto, who has been seconded to the Joint Staff Human Resource Management for redeployment.
The appointment was announced on Tuesday by Col. Chris Magezi, the acting Director of Defence Public Information, who said the UPDF fraternity congratulates Munanura on his promotion and appointment.
"We wish the general officers good luck in their new duties," Magezi said, while commending Otto for his work during his tenure.
Munanura previously served as Deputy Chief of Defence Intelligence and Security under Otto. Before joining military intelligence, he served as Deputy General Manager of Kyoga Dynamics, a subsidiary of the UPDF's National Enterprise Corporation.
He was appointed deputy intelligence chief in March 2026, replacing Brig. Abdul Rugumayo.
Otto took over as intelligence chief in April 2025, replacing Maj. Gen. James Birungi. Before that appointment, he commanded the UPDF's Mountain Infantry Division, based in Fort Portal, and served as Joint Task Force Commander during Operation Shujaa, the joint Ugandan–DR Congo military operation against the Allied Democratic Forces rebels in eastern DRC.
The latest changes were made by Gen. Muhoozi Kainerugaba, the Chief of Defence Forces and Senior Presidential Advisor for Special Operations.
