Three suspects have been arrested for allegedly impersonating officers from the State House Anti-Corruption Unit (SHACU) and attempting to extort money from a Jinja-based pastor.
According to SHACU, the operation was conducted in liaison with the Criminal Investigations Directorate (CID) and the Internal Security Organization (ISO), leading to the arrest of Kintu Aggrey alias Werage Kenneth, Isiko Moses alias Isabirye Moses, and Nuwagira Herman.

Addressing journalists at the SHACU offices in Kampala, the Unit’s Deputy Head revealed that the trio fraudulently presented themselves to Pastor David Fredrick Isanga, of the Universal Apostles Fellowship Church of Righteousness, claiming to be investigators from the Unit. The suspects allegedly informed the pastor that he was under investigation for dealing in counterfeit U.S. dollars and demanded UGX 20 million to “close” the case. Between September and October 2025, the fraudsters repeatedly summoned the pastor, who later tasked church elder Dr. Michael Kyakula and lawyer Isabirye Derrick to meet the purported investigators. The meeting, held at Nommo Gallery in Nakasero, saw the suspects repeat their demands.

On October 7, 2025, the suspects sent a forged letter, summoning the pastor to appear before the Anti-Corruption Unit at Kingdom Kampala Building over a so-called “Black Dollar scam.”
However, SHACU was tipped off by ISO about the fraudulent summons. Acting on advice from security agencies, the pastor complied with the fake summons and met the fraudsters at Kingdom Kampala, where they were arrested in the act.

A search of their belongings led to the recovery of a copy of the forged summons letter and other incriminating materials. The suspects are now under investigation and will be charged with forgery, uttering false documents, and impersonation of public officials.

SHACU Deputy Head Mr. Ochwo commended the pastor and his team for their vigilance, which helped avert the scam. He also warned the public to be alert and report any suspicious individuals claiming to represent SHACU. “We urge all citizens to remain cautious of such fraudsters and to verify the authenticity of anyone claiming to work with the Unit. Suspicious activities should be reported immediately via our toll-free line: 0800 202 500,” said Mr. Ochwo.

In his remarks, the church’s lawyer Mr. Isabirye Derrick thanked SHACU for their swift response, noting that the suspects had attempted to defraud his client of about UGX 130 million. Investigations into the matter continue.
