Bushenyi – Prosper Twebaze, popularly known as Ensinganto ya Bushenyi, a seasoned journalist and radio show host, is set to become the next Bushenyi District LC5 Chairperson following the withdrawal of incumbent Jaffari Basajjabalaba from the race.
Basajjabalaba, who lost to Twebaze with 87% of the vote in the NRM primaries, had initially picked nomination forms to run as an independent candidate. However, after a meeting with President Yoweri Kaguta Museveni at State House Nakasero last Wednesday, he bowed out of the race—a move widely interpreted as a direct intervention by the President to prevent divisions within the party.

From the studio to the polls
Twebaze, who built his reputation as host of Ekiteramo, a weekly political program, and Twimukye, the morning show on BFM Radio, consistently emphasized that “Bushenyi should serve all its people, not just a select few.” Through his broadcasts, he brought to light the district’s challenges—poor service delivery, shoddy road works, corruption, and unfair job distribution by the District Service Commission.
His message resonated strongly with listeners, many of whom began to see him as the youthful, energetic, and principled leader capable of restoring Bushenyi’s image as a model district—an image tainted by years of corruption and mismanagement.
With his slogan “Bushenyi Ya Tweena” (Bushenyi for All), Twebaze galvanized support across demographics, positioning himself as a unifier and reformist.

Challenges ahead
As he prepares to take office, Twebaze faces an array of deep-rooted challenges that will test both his leadership and administrative skills.

Education – Tackling poor performance
Schools in Bushenyi continue to grapple with low academic performance, a problem linked to inadequate instructional materials, poor infrastructure, and shortages of qualified teachers. Institutions such as Kizinda, Kabande, and Kanyegyero primary schools exemplify the need for urgent investment in staffing, facilities, and management reforms.

Infrastructure – roads and accountability
The district’s infrastructure, particularly its road network, has suffered from years of neglect and corruption. Past scandals—such as those involving district engineer Barnabas Mbonimpa Kiiza, accused of embezzling funds meant for road and school projects—underscore the urgent need for transparency and strict accountability in infrastructure management.

Governance – Restoring Public Trust
Bushenyi’s governance has been eroded by favoritism, corruption, and unequal resource distribution. Twebaze must ensure fair recruitment by the District Service Commission, equitable resource allocation, and open engagement with citizens to rebuild public trust.
Unfinished projects, such as the Kabushaho Seed School playground, and persistent challenges in healthcare, water supply, and social services will require immediate attention.

High expectations, heavy burden
With his resounding victory in the primaries and Basajjabalaba’s withdrawal, expectations for Twebaze are high. Citizens anticipate visible reforms in education, service delivery, and infrastructure. However, managing these expectations while navigating limited resources, entrenched bureaucracies, and potential political interference will define his tenure.
As Prosper Twebaze transitions from the radio studio to the district council chambers, Bushenyi waits to see whether the promise of “Bushenyi Ya Tweena” will translate into tangible progress for all.
