KAMPALA, Uganda

Two senior Kisoro District Local Government officials and an alleged middleman have been remanded to prison after being arraigned before the Anti-Corruption Court on charges of corruption and conspiracy to commit a felony. The suspects were brought to court on Friday afternoon following joint operations by the State House Anti-Corruption Unit (SH-ACU), the Criminal Investigations Directorate (CID), and the Office of the Director of Public Prosecutions (ODPP).

Those charged and remanded are:

  1. Hakizimana Amos – Kisoro District Speaker
  2. Nshaka Erastus – Chairperson, Kisoro District Service Commission (DSC)
  3. Muhanika Alphonse – Private individual allegedly acting as a broker

All three accused pleaded to the charges before being remanded to custody until September 14, 2026.

According to the prosecution, between 2024 and 2025, the accused—acting alongside others still at large—allegedly solicited and received more than UGX 200 million from job applicants in Kisoro District. The funds were purportedly extorted in exchange for guarantees of employment within the district local government.
Law enforcement authorities confirmed that operations to trace and apprehend other accomplices linked to the extortion ring are ongoing.

Meanwhile, anti-corruption agencies have urged members of the public who may have paid money or possess additional information regarding recruitment extortion schemes in Kisoro to report to the nearest police station or the Anti-Corruption Unit to assist with ongoing inquiries.
