COURT
Koboko, – The Koboko Chief Magistrates’ Court on Friday, July 25, 2025 sentenced John Taban Moro, a parish chief, to six months in imprisonment after he pleaded guilty to charges of theft of funds from the Parish Development Model (PDM) program. In addition to the prison term, the court ordered Moro to refund the embezzled money, which he complied with immediately. The presiding magistrate also issued a stern warning to all civil servants, emphasizing the severe legal consequences of misappropriating public funds intended for poverty alleviation initiatives.
Investigation and arrest
Moro’s arrest and prosecution followed a joint investigation by the State House Anti-Corruption Unit, the Criminal Investigations Directorate, and the Office of the Director of Public Prosecutions. Investigators uncovered evidence that Moro, while serving as a parish chief in Leku Parish, Drania Subcounty, Koboko District, had diverted millions of shillings meant for PDM beneficiaries. Investigations revealed that Moro fraudulently disbursed funds to his close family members, including his father, brothers, and sister-in-law—a direct violation of PDM guidelines. The program explicitly prohibits civil servants and their immediate family members from benefiting from PDM funds to prevent conflict of interest and ensure equitable distribution to eligible beneficiaries.
Court ruling and warning against corruption
During the court proceedings, Moro admitted to the charges, leading to his conviction. The magistrate underscored the gravity of his actions, stating that diverting poverty eradication funds undermines national development efforts and deprives vulnerable citizens of much-needed support. The ruling serves as a strong deterrent to other public officials who may be tempted to abuse their positions for personal gain. Authorities have reiterated their commitment to prosecuting all individuals involved in corruption, particularly those targeting critical government programs like PDM.
Government’s stance on PDM Fund abuse
The PDM, a flagship government initiative, aims to uplift 39% of Ugandan households from subsistence farming into the money economy. However, cases of mismanagement and theft by local officials have raised concerns about accountability.
Law enforcement agencies have vowed to intensify crackdowns on corruption within the program, urging the public to report any suspicious activities involving PDM funds. The sentencing of John Taban Moro marks another step in Uganda’s fight against corruption. The government has warned that strict penalties await any public servant found embezzling funds meant for community development.
