KAMPALA - Three former top officials of the Kampala Capital City Authority (KCCA) have been detained following an investigation into the catastrophic landslide at the Kitezi landfill in August. The former Executive Director, Dorothy Kisaka, Deputy Executive Director, Engineer David Luyimbazi, and Director of Public Health, Dr. Daniel Okello, appeared at the Criminal Investigations Directorate (CID) headquarters on October 16, 2024, for questioning and were subsequently arrested.
The officials face charges stemming from an Inspector General of Government (IGG) report that highlighted gross negligence and oversight in their management roles, leading to the Kitezi landfill collapse, which killed over 30 people and displaced several others. The landslide has left Kampala and surrounding areas struggling with waste management issues, causing widespread garbage accumulation.
President Yoweri Museveni ordered the dismissal of Kisaka, Luyimbazi, and Okello on October 14, 2024, after the IGG’s report held them accountable for the disaster. The President also directed the Public Service Commission to fill their positions within three months, while interim appointments will be made to ensure KCCA operations continue smoothly.
Kisaka, who was appointed KCCA Executive Director in 2020, replaced Eng. Andrew Kitaka, who had served in an acting capacity since the resignation of Jennifer Musisi in 2018. The detained officials are expected to appear in court as the investigation progresses.
