Prosecution alleges that Dr. Odung, together with former Chief Administrative Officer Otim Ben Ogwette and Chief Finance Officer Andeoye Stephen—who are still at large—irregularly authorised a payment of Shs 165,520,800 to Otada Construction Ltd without securing an advance payment guarantee.

The funds were reportedly meant for the upgrade of Angweta Health Centre II and Angwei Health Centre II to Health Centre IIIs. However, Otada Construction Ltd allegedly abandoned the project, resulting in financial loss to the government.

Dr. Odung has been remanded until March 5, 2026. Criminal summons have been issued to the former CAO and CFO to appear in court on the same date for plea taking.
