PARLIAMENT - Parliament has been alerted to allegations that Suuma Construction Company, tasked with building the Hoima Stadium for the 2027 AFCON tournament, is forcing workers to undergo HIV testing, and subsequently dismissing those who test positive. The claims were brought forward by Joseph Ruyonga, the MP for Hoima West, during a plenary session. He urged the government to urgently investigate the discriminatory practices, which he said further fuel stigma surrounding HIV/AIDS in Uganda.
“Casual labourers working in some departments at Suuma Construction Company are being subjected to involuntary HIV testing without informed consent. Those found positive have been terminated,” Ruyonga revealed. He condemned the practice as illegal and unethical, noting that it violates Uganda's labour laws and international human rights standards.

Joseph Ruyonga, the MP for Hoima West, asked the government to investigate the discriminatory practices in the company

Ruyonga called on the government to ensure the immediate reinstatement and compensation of the dismissed workers. He also stressed the need for companies to implement comprehensive HIV workplace policies, which include regular employee training to eliminate stigma and promote understanding of HIV.
“All companies and employers should be required to conduct programmes that promote understanding of HIV and emphasize the rights of workers living with the virus. This case shows a broader issue that needs to be addressed across all sectors,” he added.

Dr. Joyce Moriku, the Minister of State for Primary Education, described the situation as "sad" and pledged that the Ministry of Education and Sports would investigate the allegations.
“This is against the labour laws, and if these claims are true, the Ministry will take appropriate action against the culprits,” Dr. Moriku assured Parliament.

The Parliament’s session highlighted a growing concern over HIV-related stigma in workplaces, with MPs demanding that companies operating in Uganda strictly comply with the country's labour laws and respect workers' rights.
