Two senior Kiboga District officials have been remanded to prison over allegations of conspiracy to defraud government funds under the UGX 1 billion Road Maintenance Grant. This morning, the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, arraigned Mukiibi Ismail, the District Engineer, and Bwante Moses, the Assistant Engineering Officer–Mechanical, before the Kiboga Chief Magistrate's Court. The two are facing charges of conspiracy to defraud, stemming from alleged fraudulent practices committed between 2023 and 2024.

According to the prosecution, the accused conspired with fuel station managers and other unidentified individuals to defraud the Kiboga District Local Government of millions of shillings intended for road maintenance fuel. Investigators revealed that instead of supplying fuel to the district, the officials allegedly received cash payments from fuel station managers in exchange for fuel requisitions, in a deliberate scheme to siphon funds from the road maintenance grant. The duo is also accused of fraudulently requisitioning and accounting for fuel consumed by motor vehicles that had long been grounded between 2022 and 2023.

They are reported to have used registration numbers of non-operational vehicles to mask the theft of funds, a practice that has become increasingly common in similar corruption cases involving local government officials. The suspects were remanded to prison until August 14, 2025, as investigations continue and prosecution prepares its case. This case adds to the growing list of corruption-related prosecutions under the UGX 1 billion Road Maintenance Grant, with similar cases recently reported in Mpigi and Busia districts.
The State House Anti-Corruption Unit has pledged to intensify investigations into misuse of the grant in other local governments, following multiple complaints from whistleblowers about gross mismanagement of public resources allocated for road infrastructure.
