Seven senior officers of the Uganda Peoples’ Defence Forces (UPDF) were officially documented today at the Ministry of Defence and Veteran Affairs (MODVA) headquarters in Mbuya, ahead of their upcoming retirement later this year. The Chief of Joint Staff, Major General Jack Bakasumba, commended the generals for their distinguished service, particularly in enhancing capacity building and leadership within the force.
“These leaders have made remarkable contributions to both national and regional peace, especially through international missions such as those in Somalia,” said Maj Gen Bakasumba.

The generals preparing for retirement include Lieutenant General Peter Elwelu; Major Generals Hudson Mukasa, Francis Ben Okello, and George Igumba; and Brigadier Generals John Byuma, Dominic Twesigomwe, and Augustine Kamyuka Kyazze. Maj Gen Bakasumba emphasized that retirement is a natural and necessary phase in military progression, creating opportunities for younger officers to advance while ensuring institutional continuity. He urged the retiring officers to embrace this new chapter with purpose and to uphold the values of the UPDF.

He also noted that proposed amendments to the UPDF Act, 2005, aim to improve the welfare of retirees by providing enhanced access to healthcare, disability compensation, and full military burial honours.
“There is a whole new kind of life ahead, full of experience, just waiting to happen. Some call it retirement; I call it bliss,” Maj Gen Bakasumba said, quoting American biochemist Betty Sullivan.

Brigadier General James Kinalwa, Joint Staff Human Resource Management, advised the retiring officers to take care of their health and conduct as they transition to civilian life. He encouraged them to maintain the discipline and integrity that defined their military careers.

The ceremony was attended by MODVA officials, members of the Joint Services legal team, and representatives from the Veterans Legal Aid Clinics.
