On January 6, 2025, Uganda launched the third phase of its Digital Registration Number Plates initiative, targeting vehicles entering the country for first-time registration. The rollout was conducted at the Malaba and Mutukula border entry points. The new digital registration plates cost UGX 714,300 and come equipped with advanced technology to enhance road safety and security.

Application process for First-Time Registration
The process differs based on how vehicles are imported and taxes are cleared:

Direct Entry Vehicles (IM4):
Vehicles that clear taxes at entry points like Mombasa or Dar es Salaam can enter Uganda with digital plates and logbooks ready. Once taxes are cleared, users can log onto the booking portal at portal@itms_ug.com to finalize the registration process.

Bonded Warehouse Vehicles (IM7):
Vehicles stored in bonded warehouses before tax clearance must complete all assessments on the URA portal and motor vehicle registration processes by the Ministry of Works and Transport. After clearing taxes, clients can book their digital plates via the same portal. Fitment of plates is scheduled based on the client’s chosen location and time.

What Makes the Digital Plates Unique?
The new plates are more than just identification tools. They feature cutting-edge data capture technology, including:
Tracker Chips: Enable real-time tracking of vehicles.
Tamper-Proof Locking Devices: Ensure the plates remain secure.
Emergency and Security Use: Aid in theft recovery, accident investigations, and tracking criminals using vehicles or motorcycles. The plates come with two aluminum pieces for the front and back, secure frames, and advanced technology designed to provide law enforcement with quick access to vehicle and owner information.

Enhancing road safety and security
This digital system aims to enhance safety on Ugandan roads and bolster security. By facilitating real-time vehicle tracking, it seeks to deter criminal activities and improve response during emergencies.
Authorities encourage vehicle owners to embrace the new regime, which is expected to transform the way vehicles are registered and monitored across the country.
