Two suspects have been further remanded to Luzira Prison on fresh charges related to a multi-million-dollar electronic fraud scheme targeting government ministries.
Dr. Mulyansaka Charles and Watum Peter appeared before the Buganda Road Chief Magistrate’s Court yesterday, where they were charged with electronic fraud, obtaining money by false pretences, uttering false documents, forgery, and conspiracy to commit a felony.
The accused are part of a wider fraud syndicate alleged to have orchestrated a fake transaction involving the supply of AD BLUE Solution—a chemical used to reduce carbon emissions in automotive engines—worth USD 4.95 million. The bogus deal was purportedly linked to the Ministry of Energy and Mineral Development and the Ministry of Works and Transport.
According to investigators from the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, the suspects were intercepted on July 22, 2025, while attempting to defraud a Turkish investor, Mr. Furkan Gumran, and his company, SIRUS BLUE CHEMICAL MANUFACTURING CO. LTD.

Investigations revealed that the suspects forged official documents bearing counterfeit stamps and signatures, purporting to originate from the Office of the President, with the aim of swindling USD 4.95 million from the foreign investor.
The group had earlier appeared in court in August 2025, when they were first charged with forgery, uttering false documents, attempting to commit a felony, and electronic fraud. They have now been remanded until October 29, 2025, as investigations continue.
