Kyankwanzi – Following President Yoweri Kaguta Museveni’s recent Wealth Creation Tour in Greater Mubende, during which he directed Brig. Gen. Henry Isoke, Head of the State House Anti-Corruption Unit (SH-ACU), to investigate alleged mismanagement of Parish Development Model (PDM) funds in Kyankwanzi District, three suspects have been arraigned in court.

The State House Anti-Corruption Unit, in coordination with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), presented the suspects before the Kyankwanzi Chief Magistrate’s Court on Tuesday afternoon.

Those charged include:

  1. Mutyaba Henry, Community Development Officer, Kyankwanzi Sub-County
  2. Ntemu John, Chairperson, Kasoolo Nkawandwa Parish PDM SACCO
  3. Kizito Moses, Secretary, Kasoolo Nkawandwa Parish PDM SACCO

According to the prosecution, Mutyaba and others still at large allegedly used threats and force to extort money from PDM beneficiaries, falsely promising to include them in the PDM system. He has been remanded until May 21, 2025.

Ntemu and Kizito face charges of obtaining money by false pretenses after reportedly soliciting millions of shillings from hundreds of SACCO members in exchange for access to the government fund. They have been remanded until May 6, 2025.

These latest arrests follow the earlier arraignment of Ssali Damiano, Chairperson of Lubiri Parish SACCO, and Sekamate Brian, a Community Development Officer, who are also facing charges related to theft of PDM funds.

The arrests mark a significant step in the government's renewed efforts to crack down on corruption and ensure transparency in the implementation of the Parish Development Model, a flagship initiative aimed at transitioning Ugandan households from subsistence to the money economy.
