Senior Presidential Advisor on Manifesto Implementation, Prof. Ephraim Kamuntu, has pledged to lobby the government to tarmac the Kabwohe–Kitagata–Kabira–Rukungiri road if elected as Member of Parliament for Sheema South. Speaking to hundreds of supporters on Saturday in Kasaana Sub-county, Kamuntu said the road, which was included in the NRM manifesto, has been neglected due to a lack of effective follow-up by the current leadership. "This road is in the government manifesto. All it needs is serious lobbying and close follow-up. Once tarmacked, it will improve access to markets and increase the value of our produce," said Kamuntu.

He criticised the current MP for failing to lobby for the development of key infrastructure in the constituency. "The MP has failed to lobby for his constituents. He’s serving his own interests, not the people. I urge voters to reject such leaders," Kamuntu told supporters.
Kamuntu, who represented Sheema South in Parliament from 2016 to 2021, said many of the electricity and water projects he had initiated have since stalled. "Where I left off in 2021, nothing has moved — no extension of electricity or water. That is why I have returned: to complete what we started and push the constituency forward," he added.
He further pledged to prioritise the improvement of health services, extension of electricity, provision of safe water, and development of road networks across Sheema South. Meanwhile, Nickson Tugume Bandiho, who came second to Kamuntu in the 2016 NRM primaries for Sheema South, has joined Kamuntu’s camp to mobilise support for him in the upcoming race.
"In 2016, I competed against Prof. Kamuntu and came second. I now choose to support him because I believe he is the most capable leader to deliver meaningful development to Sheema South," Bandiho said. Bandiho’s endorsement is seen as a major boost to Kamuntu’s comeback bid, especially among the youth and former supporters of the 2016 primary race.
