The Chief Magistrate’s Court in Isingiro has convicted Ayebare Isma, the former Chairperson of Rwakakoore “A” Parish Development Model (PDM) SACCO in Rwanjogyera Subcounty, for extorting money from beneficiaries of the government program.
Ayebare was found guilty of fraudulently obtaining money from hundreds of peasants under the pretense that they had to pay him in order to access PDM funds. The court sentenced him to a fine of UGX 1 million and ordered him to compensate his victims. In default, he will serve three years in prison.
Prosecution told court that during his tenure, Ayebare used his position to demand illegal payments from residents, frustrating the government’s effort to channel financial support to households under the PDM.
He was arrested and charged on July 31, 2024, in a joint operation by the State House Anti-Corruption Unit and police in Isingiro.
The conviction is part of ongoing efforts by anti-graft agencies to curb corruption and misuse of the PDM program, which was launched to uplift rural households into the money economy.
