President Yoweri Kaguta Museveni, the incumbent and National Resistance Movement (NRM) presidential candidate, has pledged to construct roads and improve health facilities for the people of Kakumiro District during his campaign visit. The President made the pledge in response to requests from Prime Minister Robinah Nabbanja, who is also the Woman Member of Parliament for Kakumiro District.

During the campaign, Ms Nabbanja commended the President for including key roads in the NRM manifesto for the 2026–2031 period.
“Your Excellency, I thank you for including our roads in the manifesto for 2026 to 2031. We have roads such as Kakumiro–Naoko–Ntwetwe that are scheduled for construction,” Ms Nabbanja said.

She also expressed appreciation for the funding allocated to the construction of the district administration block, which began in 2016.
“Your Excellency, I want to thank you for the Shs3.6 billion that facilitated the construction of the administration block, which has now been completed,” she added.

In response, President Museveni, who is also the NRM presidential candidate, reaffirmed his commitment to improving road infrastructure, noting that many of the roads were strategic during the liberation struggle.
“We shall construct roads from Kazo, Burunga, Kabagore, and Kanagawa in Kyegegwa to Karuguza. There is also a road that passes through Kisita, Nkoko, Masonde, Ntwetwe, and Kiboga. I used these roads during the bush war,” the President said.

Mr Museveni added that health facilities in the district would be upgraded to ensure Kakumiro acquires a district hospital.
“Currently, we have Health Centre IIIs and IVs, but we shall ensure that Kakumiro gets a district hospital. That is development. We have advised people not to be misled but to remain focused on development,” he said.

He further explained that since 1995, the NRM government has promoted wealth creation for poor households through the four-acre model, encouraging citizens to engage in commercial agriculture.
“We do not want people to work only for subsistence. Even with small land, income can be generated through growing fruits, fish farming, poultry, coffee, and other enterprises under commercial agriculture,” he said.

The President added that government has increased funding under the Parish Development Model (PDM) to support urban communities, boda boda riders, and job creation initiatives.
“We are also adding more money to PDM for ghettos and boda boda riders. We must talk about job creation. Do not rely solely on government jobs because there are only about 480,000 available, and government cannot employ everyone,” he said.

Ms Jalia Kebirungi, a beneficiary of the Presidential Industrial Hubs, shared her success story, noting that after completing Senior Four, she enrolled in a bakery school where she earned a certificate.
“Through the skills I acquired, I trained others and now employ two workers at my workplace. I make cakes and mandazi, and I earn about Shs1.5 million from training youths,” she said.

She added that she raised start-up capital by training others and borrowing from her sister, enabling her to grow a business that is now thriving.
