A director of a private company has been charged and remanded over allegations of orchestrating a fraudulent procurement scheme worth nearly UGX 800 million.

The State House Anti-Corruption Unit, working jointly with the Office of the Director of Public Prosecutions (ODPP) and the CID, on Monday arraigned Muyomba Ashiraf, the Executive Director of Hongera Saana Uganda Ltd, before the KCCA Chief Magistrate’s Court. He faces charges of obtaining goods by false pretence, forgery, and uttering false documents. Muyomba was remanded until 10th December 2025.

According to prosecution, between December 2024 and April 2025, Hongera Saana Uganda Ltd—operating from Minister’s Village, Ntinda in Nakawa Division—allegedly masqueraded as a Presidential Mobilization Body for Peace and Development under the Office of the President. The company is accused of placing fraudulent bid notices in local newspapers inviting suppliers to provide various goods.

Muyomba is said to have identified and contracted suppliers including Ms. Nasali Shillo of Kisco International Limited and Mr. Kezimbira Isaac of K.K.N Enterprises Limited to deliver goods valued at close to UGX 800 million. The suppliers reportedly delivered the items to the company’s Ntinda offices, but all attempts to secure payment have since failed. Among the supplies delivered were maize, soya, groundnut and rice seeds; posho; cooking oil; sugar; mattresses; metallic double-decker beds; spray pumps; knapsacks; teardrop banners; and branded T-shirts, umbrellas, caps, and backdrops, among others.

Investigations have also revealed that Hongera Saana Uganda Ltd had no affiliation with the Office of the President, contrary to claims made in the alleged fraudulent advertisement.
Authorities say inquiries into the matter are ongoing as efforts to recover the lost funds continue.
