This afternoon, the State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), arraigned Mutesasira Evans Kaganizo, the Chairperson of the Uganda Liberal Teachers' Union Members SACCO, and Esiingwa Hassan Maganda, a businessman and director of Hansem Technical Services Limited, before the Buganda Road Chief Magistrates Court. The duo faces charges of obtaining money by false pretenses and conspiracy to defraud over UGX 1.35 billion. The prosecution alleges that Mutesasira and other individuals still at large misappropriated over UGX 3.6 billion, which was part of the UGX 20 billion granted by President Yoweri Museveni to teachers' SACCOs to improve their welfare.
Upon receiving the funds, Mutesasira, along with Twinomujuni Nathan Kakson, the SACCO Secretary, reportedly engaged in various questionable transactions. These included the purchase of land in Kira Municipality for UGX 1.3 billion, the acquisition of an unidentified 500 acres of land in Kabwoya, Kyangwali, Kikuube District for UGX 2.75 billion from Hansem Technical Services, and the procurement of motor vehicles worth over UGX 250 million.
An installment of UGX 1.35 billion, part of the UGX 2.75 billion for the unidentified land, was deposited into the account of Hassan Maganda on December 16, 2024. Following their arraignment, the accused individuals have been remanded until March 19, 2025, when they are expected to return to court for further proceedings.
