Ronald Agiromugisha, the former Sheema district youth chairperson and Kagongi LC1 chairperson’s son has been named among over 300 newly appointed assistant Resident district commissioners (RDCs).
In a letter seen by Torch Media Africa signed by the secretary, office of the President Haji Yunus Kakande, Agiromugisha was appointed and posted to Sheema district.
‘’I am pleased to inform you that His Excellency the President has, in accordance with the powers vested in him under Articles; 99 and 203 of the constitution of the Republic of Uganda, directed that you be offered appointment as Assistant Resident District Commissioner, Sheema district with effect from the date of assumption of duty’’. The letter reads.
Who is Ronald Ainomugisha?
Born to Mr. Yoram Ndyahwerwa and Jovia Ndyahwerwa of Kagongi cell, Kihunda ward, Kagango division in Sheema Municipality.
His father is the LC1 chairperson of Kagongi cell and NRM leaning.
He went to Kagongi Madrasat Primary school and later to Rwentobo Primary school where he sat for his Primary Leaving Examinations (P.L.E) in 2002.
He joined Butsibo ss for his secondary education from where he studied up to S.3 and later went to Kinoni High school where he completed his O’level.
In 2007, he went to Kitagata SS in Sheema district for his A’level and in 2009, joined Bishop Stuart University for his Bachelor's degree in Business Administration majoring in Accounting and Finance.
His first station of work was at Muhame Financial services in Kabwohe, Sheema municipality (2012), where he worked as a Cashier before he was posted to Nsiika and Rubindi branches in Buhweju and Mbarara districts respectively as a credit officer.
In 2021, he opted to go for a post graduate diploma in Financial Management at Uganda Management Institute and was elected class president.
Apparently before his new appointment, he has been an Internal Auditor at Kashongi Farmers’ Sacco.

Public reacts to his appointment
After receiving the news about his appointment, many people including his old students, village mates and his former teachers congratulated him on reaching greater heights.
Messages from different people were seen flowing on WhatsApp groups that he is a member of.
When contacted, he expressed gratitude and hailed President Yoweri Museveni for trusting and appointing him to this big office.
Without disclosing much, he said he’s ready to work closely with the people of Sheema for the development of the area, calling for cooperation from the people.
The role of Assistant RDCs
Assistant RDC and Deputy RDC serve as key members of the district administration team, supporting the Resident District Commissioner in representing central government’s interests at the ground level.
The help the RDC in implementation and monitoring of government programs, projects and schemes to ensure they satisfy the needs of common people.
Government officials defend the appointments
In a parliamentary seating on Tuesday afternoon, the minister of state for Industry confirmed to the house that Parliament had approved the budget for Assistant RDCs in the current 2023/24 financial year.
Minister Bahati’s statement followed concerns by the opposition led by Joel Ssenyonyi (LOP),about intentions behind these new appointments, questioning their relevance.
