The Church of Uganda has warned that the consecration of the fourth Bishop of Busoga Diocese, Bishop-Elect Dr. Grace Lubaale, scheduled for December 14, 2025, will not proceed unless the Diocese clears its outstanding Provincial Quota arrears amounting to UGX 24.8 million.
In a letter dated December 3, 2025, and addressed to the outgoing Bishop of Busoga Diocese, the Rt. Rev. Paul Moses Naimanhye, Provincial Secretary Rev. Canon William Ongeng expressed concern that during the Provincial team's visit on November 28, it was discovered that the arrears had not been settled.

Canon Ongeng reminded Bishop Naimanhye that Church guidelines require all Provincial Quota obligations to be fully cleared before the consecration of any bishop-elect.
"Unless a Diocese has cleared the Provincial Quota to zero, the consecration will not take place," the letter states.
He noted that the matter had been emphasized in previous meetings and urged Busoga Diocese to treat the issue with urgency to avoid jeopardizing the upcoming consecration.
The letter was copied to the Archbishop, the Provincial Chancellor, the Diocesan Chancellor of Busoga Diocese, the Chairperson of the Consecration and Enthronement Committee, and the Head of Laity in Busoga Diocese.

On October 7, 2025, the House of Bishops of the Church of Uganda, sitting at Lweza Training and Conference Centre, elected Rev. Canon Associate Prof. Dr. Grace Lubaale as the 4th Bishop of Busoga Diocese. His consecration and enthronement are slated for December 14, 2025, at Christ's Cathedral, Bugembe, in Jinja District. However, the ceremony now faces uncertainty following the Provincial Secretariat's warning that the Diocese must first clear its outstanding Provincial Quota debt before the event can proceed.
In the December 3 letter, the Provincial Secretary reiterated that all arrears must be settled prior to the consecration of any bishop-elect, urging the Diocese to take the matter seriously.
