Kapchorwa
The State House Anti-Corruption Unit, working together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned two officials of Tegeres West Division SACCO before the Kapchorwa Chief Magistrate’s Court over the alleged theft of funds meant for beneficiaries of the Parish Development Model (PDM).
The accused have been identified as Siwa Moses, the Chairperson of the SACCO, and Sorowon Sam Kwurus, the SACCO Secretary. According to prosecutors, the two are facing charges of theft and conspiracy to defraud.
It is alleged that between September and October 2025, the duo, together with others still at large, conspired to steal money belonging to several beneficiaries of the Parish Development Model under the Tegeres West Division SACCO in Kapchorwa District.
The prosecution told court that the accused unlawfully diverted funds intended to support local beneficiaries under the government poverty alleviation programme.
The two officials appeared before the Kapchorwa Chief Magistrate’s Court and were remanded until May 14, 2026, when the case will return for further hearing.
The Parish Development Model is a government initiative aimed at improving household incomes and transitioning communities from subsistence farming to the money economy through parish-level financing and enterprise support.
Authorities say investigations into the matter are ongoing, with efforts underway to trace and apprehend other suspects linked to the alleged fraud.
