Kampala – Police Constable Katungi Alex, an officer attached to the Environmental Protection Police Unit (EPPU) under the Ministry of Water and Environment, has once again been arraigned before the Makindye Chief Magistrate’s Court on fresh charges of demanding property with menaces. He has been remanded until April 25, 2025, as investigations continue. Katungi is accused of illegally seizing land near a wetland from an individual identified as Mutebi, whom he allegedly threatened with eviction. Under duress, Mutebi surrendered a 30-by-30-foot portion of his land, which Katungi transferred into the name of his driver — without offering any form of compensation.
The situation escalated after the Uganda National Roads Authority (UNRA) demolished a structure Katungi had built on the disputed land. In response, Katungi reportedly turned on Mutebi, demanding UGX 60 million as compensation. Following a series of threats, Mutebi eventually made a first installment payment in September 2024. Katungi is also under investigation for a string of other offenses, including harassment, illegal arrests, land grabbing, and extortion, with some complaints filed by investors operating in Entebbe and Kajjansi.
Previous charges and arrest
On April 4, 2025, Katungi had been arraigned before the Kajjansi Chief Magistrate’s Court on charges of assault. He allegedly attacked several individuals in Kajjansi, accusing them of carrying out illegal developments in wetlands. In that case, he was jointly charged with Assistant Inspector of Police (AIP) Hadali Keneth for conspiracy to commit the offences, and both were remanded until April 9, 2025.
Authorities, led by the State House Anti-Corruption Unit, working in collaboration with Criminal Investigations Directorate and Director of Public Prosecutions, are intensifying investigations into Katungi’s alleged abuse of power, especially relating to illegal developments in wetlands and abuse of office.
Katungi’s case continues to raise concern about growing corruption and abuse of authority within units tasked with environmental protection.
