The accused are Mukiibi Nasser, the Chief Administrative Officer (CAO), and Kifuuse Alex, the Chief Finance Officer (CFO). They were arraigned on Monday afternoon by the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).

The officials face charges of abuse of office and causing financial loss. According to prosecutors, between May and June 2025, the two, while serving in their respective positions, allegedly abused the authority of their offices by irregularly processing and approving payments to several suppliers for works that were never executed. The accused are said to have acted together with another suspect who is still at large.
Court heard that the funds were fraudulently paid to entities including Raven Knights Ltd, Total Uganda Limited, and Mufumba Daniel, the district engineer. The payments were purportedly for supplies such as fuel, construction materials, diversion and traffic control signs, and staff allowances intended for rehabilitation works on the Nawanyago–Kisozi Road.

Investigations indicate that although the funds were allocated for activities under the Financial Year 2024/2025, the rehabilitation works were not carried out, despite the full amount having been spent.
The accused were remanded until January 20, 2026, as investigations continue.
The case adds to growing scrutiny over the management of public funds at local government level, particularly resources earmarked for critical infrastructure development.
