Kampala – The State House Anti-Corruption Unit, in collaboration with the Criminal Investigations Directorate  and the Office of the Director of Public Prosecutions, today arraigned four individuals accused of attempting to defraud Turkish investor Mr. Furkan Gumran and his company, SIRUS BLUE CHEMICAL MANUFACTURING CO., LTD.

The alleged scam
The suspects were intercepted on July 22, 2025, while orchestrating a fraudulent transaction involving the purported supply of AD BLUE Solution—a chemical used to reduce carbon emissions in automotive engines—valued at USD 4.95 million to the Ministry of Energy and Mineral Development.

False Pretenses & Forged Documents

Investigations revealed that the suspects:

  1. Dr. Mulyansaka Charles – Allegedly posed as Chairman, Special Contracts Committee
  2. Mwesigwa Moses – Claimed to be Director of Procurement
  3. Seruma Moses – Falsely presented himself as Communication/IT Specialist
  4. Watum Peter – Acted as Secretary

They fabricated a "Special Contracts Committee" under the Office of the President, complete with forged stamps and documents, to deceive the investor into believing they had authority to facilitate the multi-million-dollar deal.

Charges & Court Proceedings

The suspects face multiple charges, including:

  • Forgery of official documents
  • Uttering false documents
  • Attempting to commit a felony
  • Electronic fraud

The Buganda Road Chief Magistrates Court remanded them until August 11, 2025, as investigations continue to apprehend additional accomplices still at large.

Government’s Warning Against Fraud
Authorities emphasized a zero-tolerance stance on fraud targeting investors. "This case highlights the dangers of fake procurement schemes. We urge businesses to verify all government transactions through official channels," stated a representative from @AntiGraft_SH.
