Bushenyi–Ishaka Municipal Council has suspended the use of clamps and chains on the streets of Ishaka town following complaints against parking tenderers.

The decision was taken during a council sitting held today and presided over by the Speaker, Mucunguzi Evalist Rwambuga. During the meeting, councillors revealed that tenderers were using excessive force and overcharging motorists who park along the streets.

The Deputy Mayor of Bushenyi–Ishaka Municipality, Milton Kasubure, said the council had received numerous complaints from traders alleging that tenderers overcharge and unnecessarily impound vehicles, “especially cars belonging to new customers and traders offloading merchandise.”

Kasubure warned that anyone found clamping people’s vehicles would be arrested for violating council orders. “We expect different visitors to come to town; therefore, no one should be disturbed,” he said.

However, the Speaker, Evalist Mucunguzi, resolved to suspend the clamping exercise and instructed the Town Clerk to constitute a committee to investigate the matter as municipal authorities address the people’s grievances.

The decision follows several complaints from traders and motorists in Ishaka town, who accuse tenderers of abusing their authority by using excessive force to impound vehicles.

Meanwhile, Canon Steven Asingwire of Mutara Archdeaconry in West Ankole said he was on December 17, 2025, robbed of shs100,000 by parking tenderers in Ishaka town.
“On that day, I was scandalised and traumatised. I was robbed of shs100,000, and an additional shs100,000 was demanded from me,” Canon Asingwire said.

He added that the incident occurred despite the fact that he had been paying parking fees and had receipts to prove payment. “I was told that, as an archdeacon, I had no authority to park in front of Jubilee SACCO of the Diocese of West Ankole,” he said.

Canon Asingwire said he later learned that there were numerous complaints regarding parking operations in Ishaka town. “I was deeply perturbed by the tenderers, who delayed me for two hours and prevented me from going to bury my brother, Yosam Nkyanira, who recently passed on,” he said.

The late Yosam Nkyanira was an employee of the Bushenyi Magistrate’s Court.

Canon Asingwire appealed to the government to put in place checks and balances to regulate the operations of parking tenderers in Ishaka town.
“They told me that shs200,000 was reflected in their computer system. I would like to categorically state that computers are misused by human beings. I am therefore not ashamed to say that I was robbed,” he added.
