WAKISO
Police in Wakiso District have confirmed the arrest of a 39-year-old boda boda rider in connection with the alleged aggravated defilement of an eight-year-old girl, following the circulation of a disturbing video on social media.
The suspect, identified as Ssebagala Moses, a resident of Mabombwe Village in Mabombwe Parish, Mende Sub-county, was arrested over an incident that reportedly occurred on April 16, 2026.
Kampala Metropolitan Police spokesperson Rachael Kawala confirmed the arrest, stating that the suspect is in custody and will be arraigned in court.
"Police in Wakiso have arrested the suspect seen in the footage. He is being held in connection with the aggravated defilement of an eight-year-old girl," Kawala said.

She explained that preliminary investigations indicate the suspect allegedly lured the victim and her sibling by giving them a phone to watch cartoons before committing the offence.
"It is alleged that the victim was outside with her sister when the suspect approached them, gave them a phone to watch cartoons, and placed the victim on his lap," she said.
Kawala added that investigations are ongoing and urged parents and guardians to remain vigilant and closely supervise their children.
State Minister for Youth and Children Affairs Balaam Barugahara Ateenyi condemned the incident, describing it as deeply disturbing and unacceptable.
"No child should ever be subjected to such cruelty and violation. This is a painful reminder of the responsibility we all share to protect the most vulnerable members of our communities," he said.
He also commended security agencies for their swift action in apprehending the suspect, noting that it sends a strong message that such acts will not be tolerated.
Police have reiterated their commitment to ensuring justice for the victim.
