Mbarara City Council has passed a motion paying tribute to President Yoweri Kaguta Museveni for what leaders described as his visionary leadership and continued support to the city’s development.
The motion was tabled during a special legislative sitting held at Kalangala District Council Hall by the Secretary for Finance, Ronald Taremwa, and backed by councillors, technocrats and city administrators.
Taremwa said leaders should appreciate contributions of national leaders while they are still serving.
“We should not wait for the President to die and then honour him. This is the right time for the city leadership to officially say thank you to the President for the good things he has done for us,” Taremwa said.

He reminded councillors of a February 12, 2026 meeting at State House Entebbe where President Museveni hosted a delegation from Mbarara City.
“The President guided the people of Mbarara City and the leadership on various issues related to the development of our city. There are key issues we need to note as a city as we move this motion,” he said.

Key pledges for Mbarara City
According to the motion, the President made several commitments aimed at boosting Mbarara’s growth as a regional business hub.
Among the major pledges was the establishment of an industrial park at Ruti Forestry Reserve and construction of new markets at Nyamityobora and Makhan Singh to accommodate street vendors.
The President also pledged support for construction of three priority bridges at Katete, Taso Village and Kanyeyite.
“Connectivity along River Rwizi is a challenge, so the President pledged to support us in constructing these three key bridges,” Taremwa said.

Other commitments highlighted in the motion include:

  • Construction of an international airport at Nyakisharara.
  • Expansion of the national power grid to underserved areas.
  • Increasing the National Muslim Women Revolving Fund from Shs2 billion to Shs10 billion.
  • Provision of solar-powered equipment for vendors in Mbarara Central, Rwebikona and Koranorya markets.
  • Resolving property ownership disputes between Mbarara City and Mbarara District, including the headquarters and Kakyeka Stadium.

Motion passed unanimously
The motion was seconded by councillor Betty Tigefera and unanimously supported by council members.
Speaker Bonny Tashobya said the motion would undergo minor technical adjustments to align it with council procedures before official presentation.
“This is very important, but we need to be clear so that when it is presented somewhere, it is recognised and not challenged,” Tashobya said.

Leaders praise development progress
Mbarara City Mayor Robert Mugabe Kakyebezi credited the President for the city’s transformation.
“We attribute many achievements to the President because of his visionary leadership, good governance, provision of security and giving Mbarara City many projects,” Kakyebezi said.
He prayed for continued strength and long life for the President to keep serving Ugandans.

RCC calls for unity and accountability
Resident City Commissioner Catherine Helen Kamwine said Mbarara City gave President Museveni 79.21 percent support in the recently concluded general elections.
She urged city leaders to use that support to lobby for more development projects.
“This was a remarkable percentage for Mbarara City, and this is the right time to demand more because we supported you,” Kamwine said.

She also called for unity after the elections, urging winners not to mock those who lost.
“Losing an election is like losing a game. You prepare for the next one. Don’t step on others because there is life after elections,” she said.
Kamwine further asked incoming councillors to build on the achievements of the previous council and fight corruption to improve service delivery.
