Kampala — The Acting Commissioner for Mapping and Surveys at the Ministry of Lands, Kakooza Jasper, and nine others were this afternoon arraigned before the Anti-Corruption Court in Kampala on multiple charges related to a massive land fraud scheme involving the Madhvani Group Ltd’s land in Gomba District.
The suspects face charges including abuse of office, forgery, fraudulent procurement of certificates of title, forcible entry, forcible detainer, destruction of growing plants, and conspiracy to commit misdemeanors and felonies. All ten were remanded until April 30, 2025, as investigations continue.
According to the State House Anti-Corruption Unit, working in conjunction with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), the accused allegedly conspired in 2024 to illegally create overlapping land titles on an existing title—FRV 60 Folio 4—registered to the Madhvani Group since 1955.
The accused include:

The court heard that under the guise of a "boundary opening exercise", the group illegally occupied more than 600 acres of land in Musongole Village, Mpenja Subcounty, destroying over 540 acres of natural forest and tea plantations in the process.
Warrants of arrest have also been issued for three more individuals still at large, including the Deputy RDC of Gomba, Sitenda Nicodemus Mugalu, Physical Planner Mugenyi Vincent, and businessman Fred Kirenga.
The Madhvani Group, a prominent investor in Uganda's agriculture and manufacturing sectors, has condemned the actions and called for the full restoration of justice and the protection of legally acquired investments.
The case underscores growing concerns about systemic corruption and illegal land transactions in Uganda’s public sector.
