Two senior engineering officials from Luuka District Local Government have been charged and remanded to prison over the alleged theft of fuel worth more than UGX 222 million that was meant for road maintenance works, while a primary school head teacher has also been arraigned for extorting money from job applicants in a separate corruption case.

The accused engineers are Musisi Rajab, the Acting District Engineer, and Sengoba Daniel, the Assistant Engineering Officer (Civil). They were on Monday arraigned before the Iganga Chief Magistrate’s Court by the State House Anti-Corruption Unit, working jointly with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).

The two face charges of conspiracy to commit a felony and theft of fuel. A third suspect, Kayeyera Bernard, an Assistant Engineer in the district, is still on the run.

According to the prosecution, during the Financial Year 2024/2025, the three engineers allegedly misappropriated fuel valued at UGX 222,396,900 that had been allocated under the UGX 1 billion Road Maintenance Grant for Luuka District.

The fuel was intended for works on several district roads, including Busanda–Ikumbya, Busalamu–Waibuga, Ikumbya–Nantamali, Bukoova–Nawaka, and Kyanvuma–Wandago roads.

Court heard that the engineers would deliberately inflate fuel requirements for various road projects and later divert the fuel by drawing it irregularly or issuing it to private individuals outside the approved road works.

To conceal the alleged theft, the suspects are said to have colluded with fuel station managers to falsify accountability records, indicating that the fuel had been issued to Works Department drivers. However, investigations revealed that the drivers denied ever receiving or using the fuel for road works.

In a related case, the court also charged Muduuli George, the Head Teacher of Tabingwa Primary School, over allegations of extortion and involvement in selling jobs within Luuka District.

Prosecution alleges that Muduuli extorted between UGX 5.7 million and UGX 17 million from various job applicants, falsely claiming he would secure them employment in the district. He allegedly told victims that the money would be paid to members of the District Service Commission to influence recruitment outcomes.

Authorities say investigations are ongoing to establish the involvement of members of the District Service Commission and to uncover other corruption-related cases within the district.

The court remanded all the accused persons until 8 January 2026 as investigations continue.
